We, the citizens of the Principality of United City, united by the principles of cooperation, citizenship, innovation, and diplomacy, establish this Constitution to provide for the governance of our nation, protect the rights of our citizens, and promote the continued growth of our community.
United City is founded upon the principle that:
"United City exists wherever its citizens gather and cooperate."
The official name of the nation shall be:

United City exists wherever its citizens gather and cooperate.
United City is a digital-first micronation and global civic community.
Membership in United City does not replace, alter, or revoke a person's legal citizenship or nationality in any recognized sovereign state.
Prince Harsh Kol shall serve as Founder and Head of State of the Principality of United City.
The Prince shall:
Appoint Grand Envoys.
Confirm or reject Ministers.
Approve or veto policies.
Ratify laws and constitutional amendments.
Issue national honors and awards.
Establish government institutions.
Represent United City internationally.
Serve as guardian of the Constitution.
The Prince may approve or reject any policy, regulation, decree, or proposal submitted by the Ministerial Council.
A rejected proposal shall not take effect unless revised and resubmitted.
Future succession procedures may be established by Constitutional Amendment.
The Ministerial Council shall serve as the executive government of United City.
Only Grand Envoys may stand for election as Minister.
Envoys shall elect Ministers through a national vote.
Ministers shall serve a term of two (2) years.
There shall be no term limits.
Ministers shall:
Draft policies and regulations.
Manage ministries.
Oversee national projects.
Advise the Prince.
Administer government operations.
Ministers draft a proposal.
The Ministerial Council votes on the proposal.
If approved by the Council, the proposal is submitted to the Prince.
The Prince may:
Approve the proposal.
Reject the proposal.
Return the proposal for revision.
Approved proposals become official policy.
The following ministries may be established:
Ministry of Foreign Affairs
Ministry of Citizenship
Ministry of Culture
Ministry of Technology
Ministry of Finance
Additional ministries may be created by approval of the Prince.
Grand Envoys are the highest diplomatic representatives of United City.
Grand Envoys are appointed by the Prince.
Candidates may accept or decline appointment.
Only one Grand Envoy may serve each continent:
Africa
Antarctica
Asia
Europe
North America
South America
Oceania
Maximum Grand Envoys: Seven (7)
Grand Envoys shall:
Represent their continent.
Coordinate Envoys.
Advise Ministers and the Prince.
Promote national development.
Envoys are official national representatives.
Only one Envoy may serve each sovereign country.
Envoys shall:
Represent United City within their country.
Recruit and support citizens.
Organize local activities.
Vote in Ministerial elections.
Stewards are community leaders responsible for assisting citizens, organizing projects, and supporting national initiatives.
There shall be no numerical limit on Stewards.
Residents are active members who regularly participate in national activities and community projects.
There shall be no numerical limit on Residents.
Citizens are official members of United City.
Citizens possess the rights and protections guaranteed by this Constitution.
There shall be no numerical limit on Citizens.
Supporters are non-citizen members who follow and support the development of United City.
Supporters do not possess voting rights or eligibility for government office.
Every Citizen, Resident, Steward, Envoy, Grand Envoy, and Minister in good standing shall possess the right to vote in national elections, referendums, constitutional amendments, and other official matters as determined by law.
Voting is both a right and a civic responsibility of membership in United City.
The following individuals shall not possess voting rights:
Supporters
Suspended members
Individuals whose membership has been revoked
Each eligible member shall possess one vote.
No person's vote shall carry greater weight based solely on rank, title, office, nationality, or location unless otherwise specified by Constitutional Amendment.
Citizens shall:
Respect the Constitution.
Respect fellow citizens.
Follow national laws and policies.
Conduct themselves honorably.
Promote cooperation and unity.
All Citizens, Residents, Stewards, Envoys, Grand Envoys, and Ministers in good standing may vote in national elections and referendums.
Only Grand Envoys may stand as candidates for Minister.
All Citizens, Residents, Stewards, Envoys, Grand Envoys, and Ministers may vote in Ministerial elections.
Ministerial candidates shall pay a €50 registration fee.
Successful Ministers shall pay a €200 annual accreditation fee.
Ministers shall serve a term of two (2) years and may seek re-election without term limits.
Annual membership fees shall be:
Supporter — Free
Citizen — €5
Resident — €10
Steward — €25
Envoy — €50
Grand Envoy — £100
Fees may be amended through official policy approved by the Prince.
The Prince may suspend or remove any officeholder for:
Misconduct
Abuse of authority
Fraud
Inactivity
Violation of the Constitution
Citizens may have membership suspended or revoked following a fair review process.
Constitutional amendments may be proposed by:
The Prince
A Minister
A Grand Envoy
An amendment shall require:
Approval by the Ministerial Council.
Ratification by the Prince.
Official symbols of United City shall include:

The National Motto
The National Seal
Additional symbols may be adopted through official policy.
This Constitution shall serve as the supreme governing document of the Principality of United City.
All laws, policies, regulations, and government actions shall be consistent with its provisions.
